If I were in Putin's shoes i would be working hard to try keep as many Russian citizens as possible out of the SMO in Ukraine , so as to maintain the non oil and gas economy, as in businesses, agriculture etc and local factories , and if the North Korean leadership are able and willing to assist in the SMO , then why not accept their help ?!

China does not surround it's allies, they have always supported them in troubled times. It's typical divisive tactics.
