This is empirically false. I assuming there's more to this thesis than these clips I've seen.

Conscientious people will follow the stated laws just because they tend to be rule following ,even if they don't entirely agree with the laws. They're inferring something is morally wrong about behavior just because there exists a law about it. A law against the behavior also can create a social stigma, and will tend to enforce the law, even without any enforcement of the state. For example, look at the increase in marijuana usage and attitudes about it after the laws against it were repealed or it was decriminalized.

I suspect he accepts that laws create costs on the margin and people respond to incentives.
