In new game plus 2. i wouldn't say difficulty is all over the place personally but there have been a few enemies that felt alil spongy or hit harder than expected but for the vast majority its been good I was initially on 3rd playthrough when dlc dropped so I jumped in lol definitely been enjoying it.

The pinwheel blade weapon art can actually give that hyper-armor you've been asking for
