I doubt they want to attack or are just begging for food, poor homeless dogs. Anyway you should never run away from them because that way you turn automatically into a prey for them. Shout laudly and move high your hands instead, using a flaslight or not.

Where I live dogs are one of the most prevalent threats, I have always carried a good flashlight with me but the necessity of this use has had a big influence on which one I choose over the past few years and I have needed to defend myself from dogs numerous times in otherwise safe areas. It's the one thing that's always legal, humane and effective for stopping an attack and getting away.

Animals eyes are so sensitive to light even dogs it can even navigate thru dark alleyways and some said it can see supernatural forces or beings like ghost. They probably also feel the pain of seeing too much bright light. so it's just common sense to use high powered flashlight.
