The electric ghost always reminded my of the smoke guy from "all stars to the rescue" ... It was an anti-smoking PSA cartoon that had basically every cartoon character that was popular at the time. TMNT, Alf, smurfs, Garfield, and more

That era of writing needs to come back, and we need more scooby doo not that cartoon network or velma crap

Direct to dvd usually means bad quality for stuff like Disney movies but I'm pretty sure most (if not all?) Scooby doo animated movies were direct to dvd back then
