I would say that the scale of the last one, which if I'm not mistaken is the official LEGO set, is 1:800, taking into account that the model measures 55cm and the total real building is 443.2 m. 0.55/443.2 = 0.00124; and 1/800 = 0.00125, (it must be taken into account that the small base is within the height of the set but not of the real building). On the other hand, if we take the height of the roof, 381 m, which is usually the height for comparing buildings since antennas are not included; we have that 0.55/381 = 0.00144, which is more similar to 1/690 = 0.00145. This would explain the error made when calculating the scale.
