Watching these cartoons while growing up in the 80's and 90's I soon figured out that alot of these references were caricatures of old actors and even learned to identify who most were, but until now I didn't know who this particular caricature was. I'm glad to know now after looking up a few things about him.
One thing I've always wondered about the many actor caricatures in cartoons, from the Merrie Melodies and Loony Tunes of the 40's and 50's all the way up to the portrayals of actors in the 90's with Tiny Toons and Animaniacs, how did the actors feel about the way they were portrayed? I imagine the reactions were wide and many.
I love the elegant simplicity of some of Looney Tunes.
I have no idea who this guy is supposed to be, no idea what a cow puncher is, and then the way he's doing it doesn't seem right at all. AND THEN HE JUST BASICALLY ADMITS HE HAS NO IDEA WHAT HE'S DOING EITHER! And I just bust a gut at the absurdity of it all.
Ahhhh yes! Jerry Colonna is one those actors that I believe is a cartoon character! XD

I think both Jerry and Mel were equals, when it comes to projecting, building up, and sustaining a note...! Heck, i'm imagining the two meeting up, and when Jerry learns about Mel's impressive lung capacity, he says, "Strong, aren't they?"
