As other people have said, they have extra panels of "glass", and they are really easy to install. Also, now a days, they use a type of plexiglass, which does not shatter in a million pieces most times, and it stays intact. But they still replace it.

When someone does break the glass on the boards in hockey, play stops and they replace it. Surprisingly takes little time to replace. 15 mins max. We dont see people getting run through glass much nowadays. And yes, there is extra glass stored around the arena.
