Here's the thing the Iron Throne did have a Royal Army just not under that name. The Crownlands were direct vassals to the Iron Throne. If he had put that to more centralized measure he wojluld've had his standing army.

One thing was correct in his potential edict. Forming a standing royal army and navy. If he was successful in that, the entire world would be taken by the kingdom of westeros. Taxing the Northerners would be a huge mistake due to how their politics haven't changed since the first men came to be. Orchestrating the events to create a standing army would require abolishing feudal lordship. And that takes several different avenues to be successful.
