Would conscription not solve this ? If one enters irregular one is put into the military straight away. This would help our defences as we are not reaching targets and the irregulars would become regular . If they oppose this then they would become useless to the safty of the country (a governments priority is the safty of its regular citizens)so must go to another country irregular to become regular.
