don't buy it because they'll give you a subscription after 2 years and you have to pay a lot of money. Beware of the purchase!

Does a normal digital electric meter count solar power produced, as power consumed and put up your bill instead of lowering it.

They should all work as the cheaper ones use a clamp over the red wire. The minim in my opinion is the most accurate as long as the meter has an led light that flashes to indicate power consumption. Any smart meters should come with their own energy monitors that connect directly to the meter.
