How to Pronounce Chloé? (CORRECTLY) French Pronunciation

OK, so I'm here because I was just talking to someone about how Khloe Kardashian uses an accent over the e but pronounces it like it has an umlaut, and I just didn't get it. Then I noticed that the brand name also had an accent, so I thought, If they pronounce it KLOH-ee, then I can see why she would too.

Is there a difference in the names Chloé and Chloè? I named my daughter Chloè instead of the normal é way because we are the type of family who likes to be different. But everyone says it the same way, they even dont recognise that the é is infact è. But im sure there must be a difference. Just to put my mind at ease, is there a difference in pronunciation?
