If cloths or sandal etc are fully cut then they can't regenerate it
In s1 susumaru's ball has cut his leg but small part was there so she was able to regenerate but in s2 his whole sandal was cut that's why she can't regenerate it

But in the first and last scene of Daki and Nezuko respectively a part of their clothing remained
