How is it Putin's fault

The IMF, headquartered in Washington DC, is the "top dog" controlling the policies in Russia in favor of a small foreign elite, in contradiction of the interests of the Russian people and the objectives of the Russian president.
Unaware of this, many people blame Putin for current policies, which are not his, and are not within the constitutional authority of the president to change.
Evgeny Fedorov, deputy in the State Duma (parliament) of Russia, explains the need to restore national sovereignty and return power to the people of Russia.
