Sharing my son, Samuel's 15th Birthday~ In JOY to see Samuel while holding back the anger/ tears after seeing numerous restaint bruises and scratches all over him~ I filed a compliant and had him look by emergancy crew and it was documented because he said his heart was hurting!!! State by state there is progress being made. I don't get the math problem being presented because it seems that it is saying training is just an expense. I think it shouldn't be looked at as just an expense but key to the solution. There is a lot that can be done to prevent a situation from escalating to the point where the person is at risk to himself or others. How we interact in a situation can influence the outcome. Prevention is key.
