Your "compartmentalisation" is utter BS. You have obviously never worked in a government department or the private sector on engineering projects. Everyone works as a team and has to know exactly what each other are doing. The private contractors have their parts inspected and tested to see that they perform to specification.
As far as the upper echelons being the only ones knowing what is going on is false. They are only concerned with the adminsitration and finances. At the most, they only have a broad idea of what the project entails, whether it is running on time and on budget. They know nothing of the details, unless told by those actually doing the work.
Since my projects also included military bases and police stations, I had top secret classification, renewable annually.. Funny that my bosses didn't have clearance and only knew what I was able to tell them. Funny also, that the Antarctic bases were not classified and I was able to and did show my photos and videos to whomever I pleased.
