Chocolate’s (not her real name) story is heartbreaking yet painfully common in Lexington, Kentucky. After losing her home and her son, she was determined to turn her life around by entering treatment. Instead, she was arrested simply for being homeless—30 days in jail for trying to survive.

Kentucky's HB5, the “Safer Kentucky Act, makes homelessness a crime, even allowing property owners to use lethal force against unhoused people. But laws like this don’t solve homelessness—they make it worse. When Chocolate was released from jail, she was still homeless, having lost what little she had left, including her I.D. and social security card.
