George Lucas himself said Anakin brought balance by killing Palpatine. He said there's only balance when there's no darkness.

It could be argued that Kreia was the first to hint at the prophecy since she was able to tell that the republic would inevitably fall at some point in the future.

I prefer to see it as the sith being a plague that has to be erradicated, specially when someone tried to bend it to its will, not to the will of the sith, rather himself. This is where I very much disagree if the jedi served only the will of the force the people of the galaxy would come to see the jedi as no different than how they saw them during the clone wars, as closed off monks who didn't care about anyone or anything but themselves and it would be even easier for the sith to convince the people to support the annihilation of the jedi order

In my opinion the will of the force isn't just balance it's also free will and clearly the sith reject the idea of free will caring only for Power and control like a Psychopath or Sociopath so I believe the will of the force isn't for the force sensitives to only serve themselves and their fellow force senstives that mindset is itself indicative of the sith I think the will of the force is what luke Skywalker did by founding the new jedi in legends, which is creating a new jedi order that served the will of the force by protecting all the people and not bowing to the will of a corrupt beuracracy aka the The New Republic Senate

That's why Rey Skywalker brought the true prophecy when she became all of the Jedi against Palpatine that is all of the Sith. Truly a powerful scene in the canon
