We were in Charleston SC one summer and the skies suddenly just opened up and buckets of rain literally turned the streets into rivers! We panicked but soon calmed down by relaxed locals who just sought out the high ground and waited 😂❤ in an hour everything went back to normal life ❤❤❤ one of the most beautiful cities in the south.

Not true. New Orleans doesn’t have 3 or 4 floods a year, none of these places do.

Most flood city? None of them. However, you could say, the city with the most flooding or the one that has the most flood events per year. And Charleston has some flooding, but it is equipped to deal with them.
