For those unaware of the rule, the timeout doesnt start when the player wants it. It starts when the ref gives it. So the ref finished his 5 second count before he thought to give the timeout. Hence the ref has priority as he determines it, good call

this is a great tech for bumping. If you let players get away with the little stuff they escalate to bigger bumps. The game doesnt need players thinking that, so these "harmless" bumps are the perfect way to teach em
