A show like Where the Action is probably suffered a similar fate to the show HullaBaloo.
HullaBaloo was on NBC, and being NBC was shot on colour videotape - a BIG deal in '65/'66 as not all networks had gone to colour yet. Long story short, the easiest, and most cost-efficient way of making copies of the show was to make kinescopes. For those not in-the-know, a kinescope is a live film copy of a tv show. They park a special camera in front of a TV screen, roll film and the camera records what appears on the screen. Cheap and easy way to send local affiliates a copy of your TV show. Since Videotape was quite expensive in the 60's, shows would get copied onto film and the videotape would get wiped and reused. I think only 4 complete shows of Hullabaloo still exist in their colour/videotape formats. All the rest are Kinescopes.
So, in the case of 'Where the Action Is', all the video tapes COULD actually be long gone. However, kinescope copies more than likely exist in either old TV station vaults or in the hands of private collectors. Seeing as it was a Dick Clark production, DCI might still have a full (or partial) set of Kinescopes, but I would highly doubt that they still have the videotapes.
Videotapes also require special storage - humidity and temperature wise. Which also costs an awful lot in comparison to film. Film only needs mild humidity and can survive a multitude of temperatures.
