Learn CSS Pseudo Elements In 8 Minutes

Am a pretty beginner and got stuck on : "[data-tooltip]" what is that? an id, a class or what kind of selector should that be. Should I know another language like JavaScript to understand that .. not really explained. Please let me know what it is .. thanks

Nice explanation, but I still don't know what the use of it. Sure you can put content from CSS, but doesn't that clutter your code more by having content defined on html, css, and outside stuff like API, variable, state, or something else?
