How do they expect ANYrhing to change, unless the consequences "hurt" or "shock" them more than their bad behaviour does ?
As humans, we learn by the evidence of our experiences.
( Touching a hot stove hurts more than not touching it. Lesson learnt. )
So consequences need to be longer/bigger/harder than the original bad behaviour,
or the brain learns it's ok to do,
( even despite intellectually knowing better )
& it will create excuses for why it's ok.
You need the "shock" to the system to be large enough to teach it's not worth it ,
to create that cascade of chemical reactions that change thinking or even just behaviour.
