recently, I found a neat trick on how to level up your 3rd skill by skipping 2nd. All you need to do is replace the 2nd skill with any level 5 mastery skill. This will force the game to place all new skills into the 3rd slot. I don't know for sure, but maybe it's just luck. However, I've managed to make my Urag 5140 this way

What you said is wrong about Golden Roc not working with this Urag, Golden Roc damage works with every hero has passion regardless that the passion permanent or temporary, but it won't work because Urag skill doesn't give legion passion.
