It seems really strange that the commissioner of the Boston PD tells a rookie to lie and help cover up the murder of one of his own, quit possibly by one of his own.
If you look at this on face value there is only one person who he is protecting, I wonder why?

I have a feeling that Michael A. Cox, Sr Boston top cop called Officer Dever into his office to tell her to do the right thing, because he wanted her to actually testify, truthfully, as she had done to the FBI agents in her interview with them. His background having been severely injured by fellow officers in the Boston, Police Department, and suing and winning as a result of that event, informed him of the blue wall of silence. I think it was a character test on his part, and a support nod to her for her to do the right thing and overcome the blue line. She obviously failed that test.

She's related to someone powerful. The meeting with the Commissioner was about respect to whomever she's related to. They would have thrown her under the bus in a second to diminish her testimony. The Boston PD and their Counsel have no reason to involve themselves with her. She was employed by Canton PD at the time. They're not going to prep her. It is about the relative that got her that job. I've seen that attitude many times - she's a nepotism hire who knows she won't be touched due to who she's related to. I don't know who, but I'd place a bet it is someone with power.
