Locating TM52 and HM move items with item underflow glitch (EN Pokémon Red(/Blue))

Note: There is a chance a few of these are coincidental. If have made a mistake let me know.

TM52 (HM02) - Fly ; Route 1
HM05 - Flash ; Route 1
HM04 - Strength ; Route 1
HM03 - Surf ; Celadon City
HM01 - Cut ; Swap HM03 up with Nugget (x coordinate) at east edge of Celadon map walk two steps left to grab HM01 (walk different number of steps; right to increase HM, left to decrease it) - You may need Fly (and badges i.e. modify item 29) or Teleport to escape.

I would like to know if HMs without Badges are possible? I'm currently Brock-ing through walls and Trainer Fly glitching back to Pallet with no Badges. Or if I could perma-glitch a Cut bush or 2 away, I'd have full reign over all of Kanto

Edit I didn't think the League was possible but I made it there a year after I left off from catching all 151 with no Badges, so I know anything is possible at this point 😂
