A Tokyo garment maker has teamed up with veterinary surgeons to create a wearable fan to help cats and dogs endure the summer heat. Rei Uzawa, president of Sweet Mommy, says she was motivated to create the device after seeing her pet chihuahua exhausted from their summer walks.
