This weird dialogue where Snake is constantly repeating the last thing someone said actually started to make sense to me once the guys from the Resonant Arc podcast explained the concept of 'active listening' to me. In brief, in Japanese culture it's common to do this seemingly trite repetition of the key phrase in the other person's last sentence to show that you are paying attention.
