I don't have a dial tone, what do I do? I'm just replacing phones, old one has dial tone then I unplug line and then plug it into new phone and no dial tone after installation was finished

We have the OBi202 VoIp box that has 2 lines. We plugged Line 1 into Line 1 of the VTech, and Line 2 into Line 2 of the Vetch. We can't get Line 2 working so we moved it into Line 3 and now its working. Why does the VTech Line one say L1/L2? When we activate Line 3 it turns green but we also see a red light for Line 2 now. Can we actually use all 4 lines independent or is L1/L2 mixed together somehow? It's not clear how this is supposed to work. We have plans to add 2 more lines but need help understanding what the L1/L2 combined thing is about on the first jack.
