What are you yapping about? We since long time know that Pierro is nr 1 of Fatui Harbingers, and Capitano does not have his rank as he's above them, he's their "captain", hence the name. Truthfully, 10th place is currently empty, the same way Wanderer's "was" for hundreds of years.
Either you did your research, which then seems to be very shallow, since quick Google search gives you this info, or you just made a video for the sake of there being one for views.
