The International Criminal Court (ICC) has issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former defence minister Yoav Gallant over allegations of war crimes in Gaza. This theoretically limits the movement of Netanyahu as any of the court's members would be obliged to arrest him on their territory. Neither Israel nor the United States are members.
