ОтветитьNo it isn’t, during the mission where you and Javier search for John in the mountain Javier says Dutch killed an innocent girl for no reason, that it “wasn’t like him”, which is why I believe black water was the downfall of Dutch, but Hosea was the only thing preventing him from being that bad, Hosea wasn’t on the ferry and when he died and the gang went to Guarma, Dutch kills the old Spanish woman for no reason too

ОтветитьThe strange man is talking about how John forgets about all the people he killed or ruined their lives, that's why he says "you have forgotten far more important people than me" because the Strange Man is Death, and since John just kills so unbothered he "forgot" the meaning of death.
Thats just me overanalyzing it, but he is not talking about Arthur.
