Re locking your laptop with a cable - there is a tech-specific lock format called a Kensington lock, but a LOT of modern tech no longer has it because things are so thin these days. They were standard 10 years ago when laptops were chunkier but nowadays not many models have them.
That’s the absolute best I can do to make some sense out of that “cable lock” suggestion. Perhaps all US government laptops are mandated to have Kensington lock capabilities? But then you need something to securely drill the other end of the cable into so good luck doing that to shared office furniture….

Have those properties invoice the government for the space at premium prices citing the appointment as evidence... Cite OHSA to invoice the givernment for renovations till the space meets appropriate standards. Basically, this is all evidence of disrespecting the courts.
