The point of higher proportional taxes for POC is to get them out, label the area "blighted" and bring in developers who grift off the available government redevelopment funds. Suburbs are inefficient anyway, but the new urban living options aren't affordable for people who've paid off their homes and live on fixed incomes. Living in a new apartment shouldn't cost more than living in a house that you own outright, nor should costs be allowed to rise to a point that whole generations can never hope to so much as break even.

Why not peg the rate of tax to the sq ft of the home so the taxes don’t fluctuate vs pegging the rate to the “value” of the home which fluctuates due to economic factors outside of anyone’s control
