This song is about Team Rocket's revenge after their defeat in the Kanto games. In the Johto games, they intend to bring back Giovanni and have him return to his former evil ways. They want him to know that Team Rocket has returned.

Haven’t heard this battle theme some time. It’s very refreshing, much like how it was with a he Rainbow Rocket variant.
