There was a documentary on the MPAA -- the group that rates movies as "R", "PG", etc -- and how they have very inconsistent standards. It matters, because a movie that "R" has a smaller audience, and so it makes less money.

Anyway, Matt Stone and Tray Parker were on there, and they made this scene in Team-America-World-Police EXTRA rowdy in order to get that "NC-17" rating, so they could then take out some parts of the scene and get bumped back down to an "R" rating. Basically they had to 'game-the-system' to squeeze into the "R" rating category.

Trey and Matt never intended for this extreme version of the scene to be in the final movie. They used Martin Scorsese's tactic of filming one ultra-offensive scene to distract the MPAA from the rest of the movie's content, and once the cuts were made they'd end up with what they wanted in the first place. It's like starting with a high asking price because you know you're gonna get talked down.

This has got to be the funniest thing I've ever seen! He skeeted all over her face and she "dumped" on his face. They pretty much covered all the normal bases and even some of the abnormal ones. Kinda gives new meaning to... gettin' wood.
