Palestine is the Greek Aramaic name of the region before even the romans were there. Go read Herodotus. Only Jews called it Judaea. Hadrain didn't ive a da.... who was who enemy to who lol he just re organized the region the way Pompey before him did.

for Romans - because he was absent of Rome most of the time
for other Roman provinces - because he personally visited them building many infrastructure.
