There are a variety of people who could potentially be responsible for construction defects. If there's a defect in the design of the project that's going to be the architecture, the engineer that did the design. However, assuming their isn't any design problems the responsibility's going to fall first on the developer who issues an implied warranty that the entire project was built correctly, and then you have the general contractor and the subcontractors, each of whom is required to build in accordance with the building code and use good workmanship.
