Not all businesses are subject to the Americans with Disabilities Act (ADA), but most are. The ADA law lists the types of private businesses that must comply with its requirements, and that list is substantial. But there are exceptions, and indeed some businesses are not required to meet ADA standards and will not risk ADA lawsuits is they do not comply.
