Is this a fake traffic stop?

On September 3rd at 4:52pm after getting off the Parkway North Exit 139B Union I observed a silver Mazda Protege with deep tinted windows and red&blue lights pulling over an older Silver Acura. The man by the Silver Acuras window had a Glock pistol strapped to his waist. The man was wearing a plaid shirt. A young white man in his early 30s with a beard and short hair.

What makes me think its a fake cop is:

1) A real cop would park before the car not after the pulled over car.

2) A real cop would not use hazard lights.

3) The man is not wearing any kind of bulletproof vest.

4) If this is an undercover cop I dont believe they would blow their cover like this.

5) The blue and red lights are of a poor quality and the cops around here use more powerful versions.

6) I have never seen the cops use a Mazda Protege even as undercover.

7) The undercover cops usually work in pairs not alone.

8) The man in plaid is not displaying a badge.

Take note there is a child in the vehicle with their hands out indicating to me the child doesnt know the man in plaid.
