I got my 100% Rating P&T by a DBQ questionnaire I got from the DAV Rep I saw and got it to my VA Shrink, he filled it out and he signed it and His BOSS signed it ( So I had TWO VA qualified Shrinks sign this and wrote a letter to the VA explaining the confusion ( See, my Shrink originally did not understand the DBQ and why I gave it to him , like he said I only have seen DBQ's from Doctors outside the VA" so we got that straightened out and he filled out the questionnaire " CORRECTLY" ( I believe it was question 19 he got wrong) and he and his BOSS sent letters with it explainging the confusion, two weeks later I got my Rating!
