This commentary is not clear. The savings account has to be foreign currency reserves. They didn't have to save in rubles. they could issue that. The foreign currency is needed to import goods they don't have.

All these people living in poverty are now receiving money that the Russian oligarchs and government tried so hard to keep from them for decades, but there is only so long these oligarchs will put up with paying the bill. If Russians weren't so selfish, they would actually have the economy that they think they have.

Putin is covering his budget cash flow shortage by drawing down his liquid assets from his SWF. That's why you don't see his economy crashing yet; but it will ABSOLUTELY collapse after his savings run out. Ukraine's strikes on O&G facilities are restricting Putin's revenues - causing his savings to run out more quickly.

What is happening is the Russian government is laundering the populace's savings to the Russian defense sector through the banking sector, but because we live in the era of Fiat currencies the Russian Central Bank can always just deposit more rubles in these banks to ensure there is sufficient liquidity, which is a major reason why inflation remains at ~9% despite 20% interest rates, as a large part of the war is being paid for by printing currency.
Though additionally this is doing something that Russia had needed to do for some time, which is a wealth transfer from the Oligarchs and Moscow Area to the other Russian Regions and wider populace. This is due to the tight labor market created by the war and increased defense production. While Inflation may be high, from the Russians I've talked to they're not overly concerned as long as wages keep up and interest rates remain high so their income and savings keep up with inflation.
The hard truth is Russia can afford to pay for this war for several more years without permanent consequences to her economic foundations, and Ukraine is unlikely to last that long with how the front is going.

The situation in Moscow and St Petersburg, is not representative of Russia as a whole. We have family in small towns and villages in Russia, and they have been hit hard. Life in the villages was hard before, but it's terrible now.

This reminds me of the Wall Street Crash, followed by the galloping inflation of the Weimar Republic, yet just a few short years after, the Third Reich was re-arming frantically in order to carry out Hitler's ambitions of conquest.
There has been a suggestion that the regime reneged on the repayments of debts, but it doesn't appear that anybody is lending to Russia.
