Some moves work synergistically with weather and terrain (i.e. Weather Ball, Terrain Pulse and Nature Power) and some abilities work synergistically with weather and Terrain Pulse (i.e. Rain Dish, Swift Swim).

Weather, Terrain and Room moves can be uses together.

HMs also alter the environment of battle. HMs and their TM and TR counterparts can be used in all Gens. Some Pokémon learn these moves on their own through level-up. Some Pokémon have abilities that act as HMs. (Cut, Fly, Surf, Strength, Flash, Waterfall, Rock Smash, Whirlpool, Rock Climb, Dive, Defog)

Keep in mind most HMs in later games are not learned by HM, but by TM, TR and also by level-up.

Cloud Nine does not affect Terrain or Room moves.

Same turn:
Fire Pledge & Grass Pledge = Vast Sea of Fire, all opposing Pokémon will take 1/8 their max HP as damage at the end of every turn for four turns
Grass Pledge & Water Pledge = Vast Swamp, all opposing Pokémon have halved speed for four turns
Water Pledge & Fire Pledge = Rainbow, moves used by friendly Pokémon have double effect chance for four turns
