I think both characters are definitely super competitive. My overall high ball scaling for both would be:
Anime Goku:
Immeasurable speed with hit/jiren scaling+heaven scaling
Infinite 5D X400+ with zamasu scaling and can be higher if you scale him to arale
Jin:
Immeasurable with access to heaven and infinite in general
5D possibly infinite 5d and this is inarguable. Heaven by itself transcends the creation of the universe and Nirvana literally implies a transcended being above that.

My take is that Jin will lose a straight up fight with Goku without using heaven, but with heaven he should win.
