My huawei y6s won’t allow me to skip from WiFi setup and if I do connect to my WiFi it won’t allow me to login to my google account

I just got a new Huawei Y6s smart phone , but when I try to send messages its says error 38/ or error 31 , can anyone please share some info on how I can fix this problem , any Commets Welcome I'm from Dublin Ireland
